Accruals and prepayments answer one operational question: which part of a cost belongs in the reporting period being closed? The bank date alone does not answer it. Finance needs evidence of when the benefit was received, the period covered, the amount already invoiced or paid, and any estimate still required.

What is the difference between an accrual and a prepayment? An accrual records an expense or obligation relating to the current period when the supplier invoice has not yet been completely recorded. A prepayment records the unused portion of a payment or invoice that benefits a future period. The exact recognition and measurement depend on the applicable accounting framework, the entity's policy, materiality and facts.

The control should therefore begin with the underlying service or benefit. Common accrual populations include utilities, professional fees, commissions, logistics, rent-related charges, employee costs and unbilled supplier work. Common prepayments include insurance, annual software subscriptions, maintenance contracts, licences and service retainers. A label in the general ledger is not evidence that the treatment is correct.

How should finance identify missing accruals? Use more than the accounts-payable ledger. Review open purchase orders, goods and service receipts, contracts, recurring suppliers, post-period invoices, department confirmations, payroll schedules and material cash payments after the close. Compare current expenses with prior months, budgets and operational activity. Unusual drops can indicate invoices that have not reached finance.

Create a standard request to process owners. Ask what was received before the cut-off, what remains uninvoiced, the best available amount, the evidence source and when the final invoice is expected. Finance should challenge unsupported estimates and document why a reasonable basis was selected.

How should a prepayment schedule be controlled? Each schedule line should show the supplier, document reference, service description, start and end dates, gross amount, tax treatment where relevant, accounting amount, release method, current-period charge, remaining balance, cost centre, preparer and reviewer. Link the line to the contract or invoice rather than store an unexplained total.

Review changes in scope, cancellations, credits and early termination. A prepayment should not remain on the balance sheet after the benefit has been consumed or ceased. Old balances need an owner and resolution date. Reconcile the schedule total to the general ledger before the reporting pack is approved.

What should the month-end journal workflow include? Set a cut-off for operational inputs, prepare the journal from the controlled schedule, attach the supporting population, obtain approval and post through a restricted journal route. Accrual reversals should be dated and reviewed. Automatic reversal reduces duplication risk but does not replace checking whether the supplier invoice was later received and coded correctly.

Use clear descriptions such as the service, period and source reference. Avoid aggregated journals that cannot be reproduced at supplier or contract level. If an estimate changes materially, preserve the earlier basis and document the updated information.

These requirements reinforce the need for retrievable support, but they do not prescribe one universal journal template.

What should management review? Management should see material new accruals, significant releases, aged prepayments, unusual estimates, missing evidence and movements that change reported results or cash expectations. The review should distinguish timing differences from permanent cost changes. Repeated late invoices should become a procurement or process action, not a recurring unexplained estimate.

Track forecast accuracy for material estimates by comparing the accrual with the final invoice. The purpose is to improve the source process and estimation method. It is not to force every estimate to equal the final amount.
