Petty cash is small in denomination but often high in control effort. Weak funds create missing receipts, duplicate claims, unclear business purpose, delayed recording and unexplained cash differences. A proportionate policy keeps the fund simple, visible and restricted.
What should the policy define? State the fund purpose, location, approved float, maximum transaction, prohibited uses, custodian, alternate custodian, approver, replenishment process, count frequency, evidence standard, shortage or overage escalation and closure process. Create separate records for each location rather than one combined balance that no person controls.
Permitted uses should be narrow, such as urgent low-value operating items where another payment method is impractical. Salary advances, personal loans, supplier invoice splitting, recurring procurement and management withdrawals should follow their proper processes. Exceptions need written approval and a reason.
What evidence should accompany each payment? Use a sequential voucher showing date, amount, currency, recipient, business purpose, account or cost centre, requester, approver and document reference. Attach the original receipt or acceptable digital evidence. If evidence is temporarily missing, record an exception with an owner and due date rather than create a blank voucher.
Review VAT evidence separately under current FTA rules. A cash receipt does not automatically establish input-tax recoverability. The finance reviewer should confirm that the document and business purpose support the selected accounting and tax treatment.
How does the imprest method work? Under an imprest-style control, the authorised float remains fixed. Cash on hand plus valid unreplenished vouchers should equal the approved float. Replenishment restores the cash to that level after vouchers are reviewed and posted. The exact journal design depends on the accounting system and policy.
Avoid using replenishment as the only reconciliation. The custodian should reconcile regularly, and an independent person should perform periodic or surprise counts. Record the cash denominations, vouchers, advances, difference, time and signatures. Investigate differences immediately.

Finance should confirm that the vouchers have not already been reimbursed or recorded through accounts payable. The bank or cash withdrawal should equal the approved replenishment amount and be traceable to the fund.
Post costs to the proper account and period rather than leave them in a generic petty cash expense account. Monitor late submissions because they can distort management reporting and tax evidence. Close temporary advances quickly and prohibit one advance being cleared by another.
What should management monitor? Useful indicators include spend by category and location, transactions above policy, missing evidence, late vouchers, differences, repeated suppliers, weekend or unusual claims and fund usage compared with alternative payment channels. The goal is to decide whether the fund remains necessary and proportionate.
The UAE Commercial Companies Law and FTA record guidance reinforce the importance of retrievable transaction support. They do not make a signed internal voucher sufficient for every accounting or tax purpose. Finance should retain the original evidence and current treatment review.
How should multiple branch funds be governed? Give each branch a separate approved float, custodian and reconciliation. Head office should receive a standard summary showing cash counted, vouchers awaiting replenishment, differences and overdue exceptions. Transfers between funds should be prohibited or documented as controlled movements so one location cannot conceal another's shortage. When a custodian changes, perform a witnessed count and sign a transfer record before access to the cash box or expense system changes. Compare branch usage to transaction volume and remove dormant funds rather than leaving cash without an active purpose.
