Project Billing and Retention Accounting in the UAE: Control Checklist
Editorial responsibility: Valusage Advisory Team (Editorial Practice) · Reviewed by Valusage Business Advisors Technical Practice (Technical Practice)
Direct answer
A UAE project-billing process should translate contract terms into a controlled billing schedule, link each invoice to approved delivery or milestone evidence, track advances, retentions, variations and credit notes separately, reconcile invoices to the project ledger and receivables, and assign every unbilled or disputed amount to an owner and resolution date. VAT treatment and tax-invoice content require a separate current-rule review.

Project billing exceptions
| Event | Evidence | Finance check | Next action |
|---|---|---|---|
| Milestone complete | Acceptance or certificate | Amount and prior billing | Approve and submit invoice |
| Customer rejects invoice | Portal or correspondence | Reason and contract requirement | Correct and resubmit |
| Retention remains old | Release terms and completion evidence | Is release due? | Assign commercial action |
| Variation not approved | Change request and correspondence | Is billing entitled? | Keep pending and escalate |
Project billing fails when contract language, delivery records and finance schedules are not connected. The result can be missed invoices, duplicate claims, incorrect retention balances, disputes, weak cash forecasting and tax-document risk.
How should a billing schedule be created? Extract the customer entity, contract value, currency, tax terms, advance, milestones, measurement method, invoice triggers, retention terms, variation process, required certificates, billing address and submission channel. Assign the operational owner for evidence and the finance owner for invoice control.
Version the schedule when the contract changes. Preserve the original agreement, approved amendments and pending commercial claims separately. An unapproved discussion should not silently increase the controlled contract value.
What evidence should support each invoice? Evidence depends on the contract and can include approved timesheets, delivery notes, progress certificates, acceptance records, measurement sheets, milestone confirmation or other specified documents. Check the billed description, amount and period against the evidence and prior invoices.
Use sequential invoice controls and prevent duplicate milestone billing. Record who prepared and approved the invoice, when it was submitted, whether the customer portal accepted it and when the customer acknowledged or disputed it.
How should advances and retentions be tracked? Maintain separate project-level schedules for advances received or billed, amounts applied, retention withheld, retention released and remaining balances. Link each movement to the contract, invoice, certificate, receipt or correspondence.
Do not net unrelated balances merely to make the project appear settled. An old retention can reflect incomplete obligations, missing documents, a contractual release date, dispute or collection failure. Record the cause and next action.
How should VAT be reviewed? Use the FTA's current tax-invoice page and VAT guidance library for invoice content, tax-point and other VAT questions. Project accounting treatment, contractual billing and VAT reporting are connected but should not be assumed to occur on the same date or basis.
Create a tax-review flag for unusual arrangements, cross-border elements, mixed supplies, cancellations, credit notes or disputed amounts. Retain the review with the invoice file. This article does not determine the VAT treatment of a specific retention or advance.
Project-billing checklist Map contract terms; approve the billing schedule; identify evidence owners; monitor milestone readiness; validate quantities and rates; confirm approved variations; check prior invoices; prepare the tax invoice; obtain approval; submit through the required channel; record customer acceptance or rejection; reconcile billing to the project ledger and receivables; track advances and retention separately; review credit notes; age disputes; update cash forecast; and retain the complete evidence trail.
Relevant UAE record-keeping rules make invoice and accounting support retrievable. The UAE Government's VAT records material lists payments, receipts, purchases, sales, revenues and expenses among records businesses should retain. The exact retention period and VAT requirement depend on the applicable rules and taxpayer facts.
What should collections receive from finance? Collections should receive the invoice, submission evidence, customer contact, due date, dispute status, retention or certification condition and responsible project owner. Avoid chasing an invoice that the customer portal rejected or that lacks a required certificate.
Feed collection problems back into billing controls. Repeated rejection reasons may indicate incorrect customer master data, missing purchase orders, wrong descriptions, incomplete acceptance or late submission.
Which metrics should management review? Track billable value ready, submitted invoices, rejected invoices, unbilled approved work, days from milestone to invoice, retention outstanding, overdue receivables, disputes, credit notes and cash collected. Separate operational delays from customer credit risk.
Management should see both value and age. A small old balance can reveal a recurring control failure, while a large current amount may be normal under the contract. Every exception needs a named owner and next decision date.
Professional boundary Contract entitlement, revenue recognition, WIP, advances, retention presentation, VAT and credit-loss treatment depend on the applicable contract, accounting framework and current law. This checklist is general finance-control guidance and is not legal advice, a VAT ruling or an audit conclusion.

What should a project billing schedule include?+
Include contract value, milestones, invoice triggers, evidence, advances, retention, variations, submission route, due dates and responsible owners.
Should retention be netted against other project balances?+
Not without a supported accounting conclusion. Track retention movements and release conditions separately so the balance and collection path remain visible.
Does a milestone invoice automatically determine accounting revenue?+
No. Billing, accounting recognition and VAT timing require their own fact-specific review under the contract and applicable rules.
